Job Description:

  • The objective of the programme is to strengthen the deconcentration of the WHO country office in Nigeria at the field level (States and Zones).
  • This deconcentration allows WHO to strengthen its effectiveness through the coordination of partners, the capacity of provincial health systems to cope with preparedness, mitigation and response to public health emergencies.
  • In addition, this deconcentration will enable the WHO country office to contribute to the strengthening of the health system at both the zonal and state level in general.

Description of Duties

  • The incumbent will have the following assigned responsibilities/duties: Ensure/ensure sound management through strategic positioning (regional / national work plans).
  • Communicate with and convince team members by sharing the desired vision that is part of the master plan and the agenda of the different levels of the organization.
  • Translate the organisation’s orientations into concrete strategies and prioritise objectives and projects in order to effectively support the implementation of health policies and plans.
  • Encourage intersectoral work with health managers and non-health partners.
  • Build a competent team by obtaining the best resources, providing learning opportunities, ensuring continuous monitoring.
  • Establish clear performance expectations, delegate effectively, monitor and measure progress against objectives;Lead networking, capacity building, fundraising; Actively explore partnerships within a wide network of contacts, including donor partners and national focal points.
  • Conduct technical briefings to ensure harmonization of WHO messages and advice by programme team staff.Investigate key health concerns and use its knowledge and expertise to systematically analyze problems, overcome obstacles and make key decisions that will lead to the effective application of technical assistance in the country.
  • Play a leading role in initiatives and innovations in research, forecasting and clinical studies to help solve health problems.
  • Engage in dialogue at the strategic level to influence national policy and ensure consistency in the views of the programme team and staff; Provide technical and functional administrative guidance to the WHO Representative and designated technical staff; Contribute to the performance evaluations of all staff assigned to the programme.
  • Coordinate the documentation of good practices and scientific evidence related to his or her area of specialization and share them to help meet the technical needs of WHO Representatives in the region, as well as appropriate national institutions and partners; Coordinate the programming and implementation of the unit’s activities with those of other related areas of work to

  • Provide Technical support to the MOH in developing, implementing and evaluating national immunization programme (NIP) strategies at state level in updating and adapting relevant guidelines, materials and tools, and in performing training needs assessments, organizing and implementing training activities; Support the Ministry of Health or other health related interlocutors in the country in planning and organizing vaccination campaigns10.
  • Work with all local authorities, partners and the Ministry of Health to develop approaches for improving health service delivery at the provincial level.

Qualifications and Requirements:

  • Essential: Master’s Degree in a Health-related field – Medicine, Public Health or other related field from an accredited/recognized institute.
  • Desirable: Post Graduate degree/Training in public health or epidemiology from recognized academic institution.

Experience:

  • Essential: At least 7 years of relevant professional experience in a complex health-related emergency context
  • Desirable: Proven experience in coordinating the health group. Field experience in complex emergency activities would be an asset.

Skills:

  • Knowledge of coordination, evaluation and assessment of health services programmes/projects.
  • Demonstrated knowledge of the principles and methods of health planning, with a proven ability to evaluate health plans and their impact in resource-limited countries.
  • Excellent communication skills with diplomacy, tact and courtesy with stakeholders and partners.
  • Proven interpersonal skills, ability to promote consensus, communicate progress and results, and proactively solve problems, while ensuring effective working practices and ethics.

Remuneration

  • Remuneration comprises an annual base salary starting at NGN 28,111,328 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
